It’s a year late that I’m receiving this obituary, however please accept my deepest condolences.
I was stationed with Joe in the Netherlands. When I was deployed to the Middle East the boots that they gave me were 2 sizes smaller than I wore. Joe who was also deployed sent me a pair of the correct size a few days later after I told him my feet were in pain. I never forgot him for that. May God have mercy on his sole.
To the Webb family, our sincere and heartfelt condolences. Joe was such friendly man who we enjoyed fellowshipping with. I know your hearts are heavy as is ours when we found out about Joe's passing. The Webb family is in our thoughts and prayers. God bless and keep you!🙏🏽💕

Thinking back on when we used to work together, I was sad when we moved to electronic documents a few years ago. As he no longer could say they lost the paper copies, which was always a good excuse for me to bring him new paper copies and chat about his kids' latest adventures / misadventures. And I always looked forward to him and Rick getting into small arguments too, they would just argue about anything/everything and then continue work as if nothing.

In over the years working with Joe We developed a special relationship, I became his go to person, whenever he needed something done regarding contracting he would give it to me to help him out. In that way he became my mentor and He help guide me through the process to get my accreditations that i needed. in turn I became his work wife wok constantly looked after him making sure he was keeping up on his health.. I will mis Joe , I will miss hearing his stories of his military life of his children. What i will take with me is Joes most famous saying is how do they expect me to to get this mug through osmoses?.
